Lim is asking the Kg.Buah Pala residents to meet him to resolve the issue without a A lawyer representing the affected residents. Why should he worry about the presence of a lawyer when he talk AND PREACH about tranparency.

Lately, Lim also outpour his anger against HINDRAF.But remember, Kg. Buah Pala issue is close to Indians heart. HINDRAF is merely doing their work to defend the legitimate rights of Indians. Lim and his supporters should not paint a picture that HINDRAF is over board or being demanding too much for Indians. Then there is no difference between BN and DAP regards to an Indian’s interest and wellbeing.. Both don’t care when it comes to Indian problems.

Indians all over Malaysia demand Lim Guan Eng to answer the questions posted by a concerned penangite elsewhere.The blogger argues why isn't Lims's DAP government is hesitating to give a transparent statement of facts on the whole situation. Who are the perpetrators of this land scam? And, if proven, surely there is a legal and moral obligation for this government to step in and revert the land title to its original status quo.

Was the Brown Housing Trust which holds the Kg.Buah Pala property has been properly and legally constituted the land titles given to the respective Indian villagers of Kg.Buah Pala? and if so, how did this dissolution came about, who did it, when and why, etc? If there are illegalities, Lim's government should charge the perpetrators for fraud, gross dereliction of public duties, and shirking their fiduciary responsibilities.

Why is that the PAS and PKR senior representatives of Pakatan Government were there with Uthayakumar on July 5, and no DAP personnel were there at all - let alone the two Lims –It shows that the DAP leaders are adopting a lackadaisical attitude when come to handle the problems faced by Indians.

DAP and Lim has double standard when it comes to handle issues faced by various races in Malaysia. We observe this by going through Lim Guan Eng's statements on Chinese issues compared to Indian or Malay issues.

The following is a write up and comment by the concerned penagite which displays evidently of Lim double standard of highest degree. I reproduce it for readers considerations:

At The Save Bukit Cina 20th Anniversary Dinner on Nov 28, 2004 Lim said “ DAP’s success in saving Bukit China from being demolished by the then BN and MCA in 1984 shows the importance of preserving important cultural and historical heritage over development projects for the sake of private gain. Both BN and MCA saw only ringgit signs when they proposed leveling the oldest Chinese cemetery in Malaysia to build houses, shophouses and shopping complexes.”

comment: See the hypocricy in his words. What we are now saying about Kampong Buah Pala and about the move to level the only remaining Indian Heritage Village in Penang is that it is a heritage location and must remain so for all of posterity . But does he care. He seems to be more interested in pleasing his investor benefactors all in the name of the ringgit signs he talks about"

Lim continues “…..Unlike BN and MCA may see ringgit signs in the largest piece of available land in the centre of Melaka town, DAP and the people of Melaka saw 3 important links in preserving Bukit China namely:

• cultural and historical heritage not only for the Chinese community but also as an important mark of friendship between Chinese and Malays when Princess Hang Li Po married the Melaka Sultan;

• environment heritage in providing a green lung that made Melaka a more natural and livable area for resident apart from helping to maintaine its historical atmosphere; and

• an important tourist site that attracted foreign tourists and revenue helping Melaka’s economy.

comment : So is Penang different from Melaka that the logic does not apply, or is it because it is Indian heritage and the logic does not apply because the Indians are too powerless to matter, or it is because he is now Chief minister and the logic does not apply any more. Everything of what he said about Bukit Cina applies to Kampung Buah Pala but that does not matter anymore.

In that same speech he goes on to say “…It is indeed shocking how UMNO Kota Melaka can be allowed to owe quit rent for 25 years of RM 83,701.15 and UMNO Jasin allowed to owe cukai pintu for 18 years of RM 83,701.15 without any action taken. In contrast there have been cases where private landowners who owe only 2 years in quit rent have their land confiscated by the state government. UMNO and MCA should be ashamed for not respecting the law even though they are the government..”

comment: We are saying that there is fraud involved in the sale of land not owned by Penang State to a private developer. But he chooses to totally ignore this point as it will instantly make the sale null and void. This will turn the whole picture around – something he is showing clearly he does not want to do now. Which bigwig is he trying to protect like UMNO in Melaka? Guan Eng should be ashamed for not respecting the law even though he is the government, by not taking action on such fraudulent activity within his Government.There seems to be a very clever and silent conspiracy involved in this multimillion ringgit deal - between some bigwig developer, The State administrators through their cooperative and guan Eng.

All his arguments that he cannot do anything other than pay compensation to the Villagers do not hold water as he is nowhere near exhausting all the options available. He has held his position steadfastly reiterating like a parrot that he could not do anything against a federal court order, as if that was what we are asking him to do. He is playing very dumb here. This is a very well disguised dumbness for all I care.

His argument that this sale will affect investor confidence is utter nonsense as the instability that will be caused by any move to raze the village is much much more and he full well knows that, which is why he is in such a hurry to sweep the problem away, by teasing the Villagers and offering the Villagers compensation for their land.

His argument about the precedence this will create is just more rubbish – this is the kind of precedence any government will want to set, which touts Competency, Transparency and Accountability as its operating philosophy.

Malaysian Indians all over Malaysia should take note and be aware of DAP's drama,particularly LGE attitude towards Indians and HINDRAF. From the above posting and argument by a concerned citizen , one cannot dismiss or deny that Lim sees the ringgit signs more than the need to safeguard a historical and cultural heritage of Indians.

Datuk Seri Najib Tun Razak expressed his heartfelt condolences to Teoh’s family.

Incidently, the cabinet chaired by Prime Minister , Datuk Seri Najib Tun Razak , on 22nd July 2009 decided that a royal commission of inquiry will be set up to examine the methods used by Malaysian Anti Corruption Commission (MACC) to question suspects and witnesses in order to determine if human rights were violated in the case of Teoh Beng Hock.

A separate inquest headed by a magistrate will also to be set up to determine the cause of Teoh’s death

Teoh Beng Hock, 30 years, the political aide to Selangor New Village Development and Illegal Factory Task Force Committee chairman Ean-Yong Hian Wah, from DAP, was discovered dead lying on a fifth floor of Plaza Masalam, Shah Alam. He is suspected to have fallen from the 14 th floor where the MACC office is located. MACC summoned Teoh on July 15 in a probe into allegations of misuse of funds by state lawmakers

Since then, the public demanded for a royal enquiry to investigate the cause of Teoh’s death . Pakatan Rakyat as well as MCA, MIC,GERAKAN and UMNO Youth called the government to set a royal commission of inquiry to clear the doubt set in regards the cause of Teoh’s death.

It was reported elsewhere that public are perplexed over the increasing number of death in police custody lately. But, now the public were shocked to hear an aide of a politician who was summoned to MACC office for an interrogation as witness and not as a criminal suspect was found dead. Teoh’s death has cast doubt on public’s mind not only about the cause of Teoh’s death but also on methods and procedures used by MACC in interrogation.

Meanwhile , the public should exercise patience and not mix this unfortunate incident with political interest or elements. The political parties should also refrain from making statements to exploit this unfortunate tragedy for their political mileage.

Najib also assured that the findings of the police investigations will be made public and the family of Teoh will be informed of the outcome of the investigations . Police is reported elsewhere that they have completed 60% of their investigations into Teoh’s death.So, the findings will made public as soon as possible.

Najib’s government attest to the principle of every mans life to be sacrosanct .So, his government will take every effort to find out the truth to upheld justice to Teoh’s family.

By setting up royal commission of inquiry, Najib has evidently manifested that he walks the talk. His government cares about public’s views and perceptions as he pronounced in his 1 Malaysia concept. .

At this point, Lim Kit Siang’s of DAP comments that Najib’s announcement ‘fall short of public expectations and is unsatisfactory’ is uncalled for and ridiculous. His comments will confuse the public about the inquiry.

On contrary, the general public across political affiliations , race, ethnic and religion are anxious and welcome Najib’s announcement to set up the royal commission of inquiry because the inquiry will expose the cause of Teoh’s death.

With this royal commission’s findings, public earnestly hope that the government will not only enhance the MACC’ image and intergrity but also make sure that similar case would not happen in future.

Istilah Key Performance Indicators ( KPI) kini menjadi bahan perbualan dan perbincangan di kalangan rakyat Malaysia, malah menjadi bahan debat di Parlimen sejak Dato’ Seri Mohd.Najib Tun Razak mengumumkan bahawa KPI akan diperkenalkan dalam pentadbiran kerajaan.

KPI akan meliputi semua perkara yang berkaitan dengan jentera perkhidmatan kerajaan. Agensi-agensi kerajaan perlu mengamalkan pendekatan people-friendly atau mesra rakyat dalam menyampaikan perkhidmatan kerajaan .
Kerajaan kepimpinan Najib amat menyedari bahawa kecekapan dan kualiti penyampaian perkhidmatan kerajaan adalah penting dalam melahirkan sebuah masyarakat yang berkualiti sekaligus menjamin kepuasan rakyat terhadap kerajaan.

Kerajaan kepimpinan Najib mementingkan pelaksanaan dan prodaktiviti golongan penjawat awam yang berkhidmat dalam pelbagai jabatan dan agensi kerajaan termasuk ahli-ahli kabinet atau menteri dan timbalan-timbalan menteri.

Sehubungan ini, kerajaan pimpinan Najib Tun Razak memperkenalkan KPI dan KRI bagi menilai keberkesanan jentera kerajaan.

KPI dan KRI juga dijangka akan membantu menjayakan konsep 1 Malaysia yang berteraskan pada tema Rakyat Didahulukan dan Perkhidmatan Di Utamakan. Pembaharuan pendekatan bagi mengurus pentadbiran kerajaan yang diperkenalkan oleh Najib dijangka akan meningkatkan prestasi serta kualiti perkhidmatan kerajaan, malah kualiti hidup rakyat Malaysia.

Penerimaan dan pengamalan pembaharuan tersebut dikalangan penjawat awam dijangka akan menjana sebuah negara dan rakyat Malaysia yang berjaya dan maju dalam abad 21.

Sehubungan dengan usaha menjana Malaysia sebagai sebuah negara yang maju dan membangun, Najib menengahkan beberapa elemen yang umumnya terkandung dalam masyarakat yang bersifat competitive dan berjaya. Antara nilai-nilai yang di utarakan oleh Najib sebagai budaya yang harus diterapkan di kalangan rakyat Malaysia (Aspirational values) bagi menjamin kejayaan dalam abad 21 atau adalah :

· Budaya kecemerlangan dalam menjalankan tugas dan tanggungjawab (Culture of excellence)
· Budaya mementingkan dan menguruskan masa dan meningkatkan kecekapan (Culture
of Precision)

Apakah yang dimaksudkan dengan KPI ? KPI adalah di rujuk kepada penunjuk-penunjuk utama yang digunakan sebagai kayu ukur untuk mengukur pencapaian sesebuah organisasai bersandarkan matlamat organisasi masing-masing. Ini bermakna, KPI adalah berkaitan dengan pelaksanaan atau performance sesebuah organisasai,malah menjadi penunjuk pencapaian pelaksanaan organisasai masing-masing dalam satu jangka waktu yang tertentu. Ini bermakna, KPI adalah alat pengurusan yang biasanya digunakan untuk mengurus performance.

Sesungguhnya, pelaksanaan atau Performance yang umumnya dikenali sebagai prodaktiviti sesebuah organisasai boleh dicapai melalui pengurusan yang cekap dan sempurna. Manakala, pengurusan prodaktiviti pula memerlukan satu pendekatan yang sistematik. Dalam hal mengukur pencapaian atau prodaktiviti dengan sistematik, para pakar pengurusan menggunapakai KPI sebagai kayu ukur utama bagi mengukur pelaksanaan atau prodaktiviti serta keberkesanan sesebuah organisasi dan anggotanya.
Dengan lain perkataan, KPI boleh ditafsirkan sebagai penunjuk pencapaian sesebuah organisasai dan anggotanya dalam satu jangka masa yang tertentu berlandaskan matlamat organisasinya.

Manakala, Key Result Indicators (KRI) pula adalahlah dirujuk kepada penunjuk-penunjuk utama yang menunjukkan hasil pelaksanaan sesebuah organisasi dan anggotanya. KRI adalah berkaitan secara langsung dengan KPI dalam konteks pengurusan pelaksanaan atau prodaktiviti sesebuah organisasi dan anggotanya.

Najib Tun Razak mengumumkan bahawa kerajaan akan memperkenalkan KPI dan KRI sebagai alat utama dalam mengukur keberkesanan kerja atau prodaktiviti sesebuah Kementerian, Jabatan , agensi kerajaan malah menteri-menteri kabinet beliau.

Umumnya, sebelum KPI ditentukan bagi mengukur pencapaian atau prodaktiviti sesebuah organisasai, perlulah organisasai itu terlebih dahulu menganalisis visi, misi dan matlamat serta mengenal pasti stake holders organisasinya.Penganalisis matlamat (goal) organisasi dengan teliti akan membantu organisasi masing-masing dalam menentukan penunjuk-penunjuk pencapaiannya. Dengan ini jelas bahawa KPI adalah merupakan satu penunjuk utama pencapaian matlamat organisasinya.

Sehubungan ini, setiap organisasi hendaklah membentuk dan menentukan KPI masing-masing dalam usaha mengukur pelaksanaan organisasi masing-masing. KPI yang terbaik adalah KPI yang berlandaskan malah mengambarkan matlamat organisasi dan boleh di ukur. KPI yang telah ditentukan oleh pengurusan dalam sesebuah organisasi hendaklah disebar luas kepada semua lapisan dan kategori anggota organisasi masing-masing melalui pelbagai saluran dan kaedah malah hendaklah difahami dan hayati oleh setiap anggota dalam organisasi.

KPI yang baik harus mempunyai ciri-ciri berikut:

· Pencapaian yang boleh di ukur,
· Matlamat yang dipersetujui lebih awal
· Membayangkan faktor-faktor kejayaan dalam organisasi

Umumnya , KPI yang dianggap terbaik mengandungi ciri-ciri S.M.A.R.T. saperti berikut:

S- Specific (Khusus)
M- Measuarable (Boleh diukur)
A- Achievable ( Boleh dicapai)
R- Relevant ( Bersesuaian)
T- Time based goals ( Jangka masa yang tertentu)

Kesimpulannya, setiap fungsi dan program yang dilaksanakan oleh sesebuah organisasi hendaklah ditumpukan bagi mencapai KPI organisasi masing-masing. KPI sesebuah organisasai akan menunjukkan apakah faktor kritikal dan penting dalam organisasasi, malah akan menunjukkan apakah usaha-usaha yang perlu dilakukan dalam organisasi dalam satu jangka masa yang tertentu untuk mencapai matlamat yang telah ditentukan lebih awal bagi memuaskan pelangannya.

Dalam konteks KPI kerajaan, Najib Tun Razak telah menggariskan malah menetapkan kepuasan rakyat terhadap perkhidmatan kerajaan sebagai KPI bagi kerajaan kepimpinan beliau.

Dalam konteks ini, menteri dan agensi-agensi kerajaan dibawahnya hendaklah menentukan KPI masing-masing bagi mengukur pelaksanaan dan penyampaian perkhidmatan agensi masing-masing kepada rakyat .

Aras Kepuasan rakyat terhadap perkhidmatan yang disajikan oleh agensi-agensi kerajaan akan menunjukkan tahap pencapaian KPI agensi-agensi masing-masing, sekaligus penyempurnaan pelaksanaan perkhidmatan kerajaan yang memuaskan. Kepuasan rakyat yang tinggi terhadap perkhidmatan kerajaan dikalangan rakyat akan membantu meningkatkan sokongan rakyat kepada kerajaan sekaligus kepimpinan YAB Dato’ Seri Mohd.Najib Tun Razak.

Kerajaan kepimpinan YAB Dato’ Seri Mohd.Najib Tun Razak telah membuat keputusan bahawa mata pelajaran Sains dan Matematik (PPSMI) akan diajar dalam Bahasa Melayu di sekolah kebangsaan dan dalam bahasa ibunda, Mandarin dan Tamil di sekolah-sekolah Jenis Kebangsaan mulai tahun 2012. Keputusan baru tersebut akan dilaksanakan pada tahun 2012 bagi darjah satu ,darjah empat, tingkatan 1 dan empat secara serentak. Kelas matrikulasi dan tingkatan enam tidak terlibat dalam peraturan baru ini.

Namun, pelajar-pelajar yang telahpun menyertai program PPSMI sejak ia diperkenalkan enam tahun sabelumnya akan di beri peluang untuk menduduki peperiksaan bagi mata pelajaran tersebut dalam bahasa Inggeris dan Bahasa Melayu sehingga 2014.

Pada masa yang sama, pengajaran Bahasa Inggeri akan dipertingkatkan di semua aliran sekolah rendah kerana kecekapan dan kemahiran penggunaan bahasa Inggeris di kalangan pelajar-pelajar semakin turun,malah merosot sejak program PPSMI diperkenalkan.

Keputusan kabinet tersebut disambut baik oleh semua lapisan dan golongan masyarakat. Ibu Bapa di Bandar dan luar Bandar merasa lega dengan keputusan tersebut.Pertubuhan saperti Gapena dan NUTP , termasuk parti-parti pembangkang atau Pakatan Rakyat juga menyambut baik keputusan tersebut.

Menurut Timbalan Perdana Menteri merangkap Menteri Pelajaran Tan Sri Muhyiddin Yassin, keputusan memansuhkan program PPSMI adalah dibuat demi kepentingan negara dan masa depan generasi muda dan bukan untuk kepentingan politik. Beliau bertambah lagi bahawa kerajaan tidak membuat keputusan dalam perkara ini dengan tergesa-gesa malah membuat keputusan selepas mengambil kira pandangan pelbagai kumpulan rakyat, pertubuhan-pertubuhan bahasa,budaya dan iktisas, parti-parti politik dan kajian saintifik.

Rakyat pelbagai kaum dan aliran politik ingin mencatatkan syabas kepada YAB Tan Sri Muhyiddin Yassin, menteri pelajaran kerana membuat keputusan yang bijak dan pragmatik yang dapat memuaskan keperluan semua golongan dan lapisan masyarakat.

Ibu bapa pelajar-pelajar sekolah rendah kebangsaan dan sekolah rendah jenis kebangsaan sudah tentu lega dengan keputusan kabinet tersebut.Dalam pada itu, ibu bapa juga harus bersedia berusaha bersama-sama kerajaan dalam meningkatkan kecekapan dan kemahiran penggunaan bahasa Inggeris di kalangan kanak-kanak. Budaya pengunaan bahasa Inggeris harus diterapkan di kalangan kanak-kanak semasa mereka berada di bangku sekolah rendah kerana ianya lebih mudah diterapkan dalam peringkat rendah.Usaha meningkatkan penggunaan bahasa Inggeris di kalangan kanak-kanak juga bukanlah tanggungjawab kerajaan semata-mata bahkan juga ibu bapa.

Ibu bapa di Malaysia harus ingat bahawa Bahasa Inggeris adalah bahasa antarabangsa dan menguasai bahasa Inggeris bukan bermakna kurang martabatkan bahasa kebangsaan malah adalah satu usaha bijak dalam menyediakan generasi akan datang menghadapi cabaran-cabaran global dalam abad 21.
