WILL DAP STOP BLAMING BN AND HINDRAF AND FIND WAYS TO RESOLVE KG.BUAH PALA ISSUE.

Lim is asking the Kg.Buah Pala residents to meet him to resolve the issue without a A lawyer representing the affected residents. Why should he worry about the presence of a lawyer when he talk AND PREACH about tranparency.

Lately, Lim also outpour his anger against HINDRAF.But remember, Kg. Buah Pala issue is close to Indians heart. HINDRAF is merely doing their work to defend the legitimate rights of Indians. Lim and his supporters should not paint a picture that HINDRAF is over board or being demanding too much for Indians. Then there is no difference between BN and DAP regards to an Indian’s interest and wellbeing.. Both don’t care when it comes to Indian problems.

Indians all over Malaysia demand Lim Guan Eng to answer the questions posted by a concerned penangite elsewhere.The blogger argues why isn't Lims's DAP government is hesitating to give a transparent statement of facts on the whole situation. Who are the perpetrators of this land scam? And, if proven, surely there is a legal and moral obligation for this government to step in and revert the land title to its original status quo.

Was the Brown Housing Trust which holds the Kg.Buah Pala property has been properly and legally constituted the land titles given to the respective Indian villagers of Kg.Buah Pala? and if so, how did this dissolution came about, who did it, when and why, etc? If there are illegalities, Lim's government should charge the perpetrators for fraud, gross dereliction of public duties, and shirking their fiduciary responsibilities.

Why is that the PAS and PKR senior representatives of Pakatan Government were there with Uthayakumar on July 5, and no DAP personnel were there at all - let alone the two Lims –It shows that the DAP leaders are adopting a lackadaisical attitude when come to handle the problems faced by Indians.

DAP and Lim has double standard when it comes to handle issues faced by various races in Malaysia. We observe this by going through Lim Guan Eng's statements on Chinese issues compared to Indian or Malay issues.

At The Save Bukit Cina 20th Anniversary Dinner on Nov 28, 2004 Lim said “ DAP’s success in saving Bukit China from being demolished by the then BN and MCA in 1984 shows the importance of preserving important cultural and historical heritage over development projects for the sake of private gain. Both BN and MCA saw only ringgit signs when they proposed leveling the oldest Chinese cemetery in Malaysia to build houses, shophouses and shopping complexes.”

comment: See the hypocricy in his words. What we are now saying about Kampong Buah Pala and about the move to level the only remaining Indian Heritage Village in Penang is that it is a heritage location and must remain so for all of posterity . But does he care. He seems to be more interested in pleasing his investor benefactors all in the name of the ringgit signs he talks about"

Lim continues “…..Unlike BN and MCA may see ringgit signs in the largest piece of available land in the centre of Melaka town, DAP and the people of Melaka saw 3 important links in preserving Bukit China namely:

• cultural and historical heritage not only for the Chinese community but also as an important mark of friendship between Chinese and Malays when Princess Hang Li Po married the Melaka Sultan;

• environment heritage in providing a green lung that made Melaka a more natural and livable area for resident apart from helping to maintaine its historical atmosphere; and

• an important tourist site that attracted foreign tourists and revenue helping Melaka’s economy.

comment : So is Penang different from Melaka that the logic does not apply, or is it because it is Indian heritage and the logic does not apply because the Indians are too powerless to matter, or it is because he is now Chief minister and the logic does not apply any more. Everything of what he said about Bukit Cina applies to Kampung Buah Pala but that does not matter anymore.

In that same speech he goes on to say “…It is indeed shocking how UMNO Kota Melaka can be allowed to owe quit rent for 25 years of RM 83,701.15 and UMNO Jasin allowed to owe cukai pintu for 18 years of RM 83,701.15 without any action taken. In contrast there have been cases where private landowners who owe only 2 years in quit rent have their land confiscated by the state government. UMNO and MCA should be ashamed for not respecting the law even though they are the government..”

comment: We are saying that there is fraud involved in the sale of land not owned by Penang State to a private developer. But he chooses to totally ignore this point as it will instantly make the sale null and void. This will turn the whole picture around – something he is showing clearly he does not want to do now. Which bigwig is he trying to protect like UMNO in Melaka? Guan Eng should be ashamed for not respecting the law even though he is the government, by not taking action on such fraudulent activity within his Government.There seems to be a very clever and silent conspiracy involved in this multimillion ringgit deal - between some bigwig developer, The State administrators through their cooperative and guan Eng.

All his arguments that he cannot do anything other than pay compensation to the Villagers do not hold water as he is nowhere near exhausting all the options available. He has held his position steadfastly reiterating like a parrot that he could not do anything against a federal court order, as if that was what we are asking him to do. He is playing very dumb here. This is a very well disguised dumbness for all I care.

His argument that this sale will affect investor confidence is utter nonsense as the instability that will be caused by any move to raze the village is much much more and he full well knows that, which is why he is in such a hurry to sweep the problem away, by teasing the Villagers and offering the Villagers compensation for their land.

His argument about the precedence this will create is just more rubbish – this is the kind of precedence any government will want to set, which touts Competency, Transparency and Accountability as its operating philosophy.

Malaysian Indians all over Malaysia should take note and be aware of DAP's drama,particularly LGE attitude towards Indians and HINDRAF. From the above posting and argument by a concerned citizen , one cannot dismiss or deny that Lim sees the ringgit signs more than the need to safeguard a historical and cultural heritage of Indians.

A ROYAL COMMISSION INQUIRY ON MACC

Datuk Seri Najib Tun Razak expressed his heartfelt condolences to Teoh’s family.

Incidently, the cabinet chaired by Prime Minister , Datuk Seri Najib Tun Razak , on 22nd July 2009 decided that a royal commission of inquiry will be set up to examine the methods used by Malaysian Anti Corruption Commission (MACC) to question suspects and witnesses in order to determine if human rights were violated in the case of Teoh Beng Hock.

A separate inquest headed by a magistrate will also to be set up to determine the cause of Teoh’s death

Teoh Beng Hock, 30 years, the political aide to Selangor New Village Development and Illegal Factory Task Force Committee chairman Ean-Yong Hian Wah, from DAP, was discovered dead lying on a fifth floor of Plaza Masalam, Shah Alam. He is suspected to have fallen from the 14 th floor where the MACC office is located. MACC summoned Teoh on July 15 in a probe into allegations of misuse of funds by state lawmakers

Since then, the public demanded for a royal enquiry to investigate the cause of Teoh’s death . Pakatan Rakyat as well as MCA, MIC,GERAKAN and UMNO Youth called the government to set a royal commission of inquiry to clear the doubt set in regards the cause of Teoh’s death.

It was reported elsewhere that public are perplexed over the increasing number of death in police custody lately. But, now the public were shocked to hear an aide of a politician who was summoned to MACC office for an interrogation as witness and not as a criminal suspect was found dead. Teoh’s death has cast doubt on public’s mind not only about the cause of Teoh’s death but also on methods and procedures used by MACC in interrogation.

Meanwhile , the public should exercise patience and not mix this unfortunate incident with political interest or elements. The political parties should also refrain from making statements to exploit this unfortunate tragedy for their political mileage.

Najib also assured that the findings of the police investigations will be made public and the family of Teoh will be informed of the outcome of the investigations . Police is reported elsewhere that they have completed 60% of their investigations into Teoh’s death.So, the findings will made public as soon as possible.

Najib’s government attest to the principle of every mans life to be sacrosanct .So, his government will take every effort to find out the truth to upheld justice to Teoh’s family.

By setting up royal commission of inquiry, Najib has evidently manifested that he walks the talk. His government cares about public’s views and perceptions as he pronounced in his 1 Malaysia concept. .

At this point, Lim Kit Siang’s of DAP comments that Najib’s announcement ‘fall short of public expectations and is unsatisfactory’ is uncalled for and ridiculous. His comments will confuse the public about the inquiry.

On contrary, the general public across political affiliations , race, ethnic and religion are anxious and welcome Najib’s announcement to set up the royal commission of inquiry because the inquiry will expose the cause of Teoh’s death.

With this royal commission’s findings, public earnestly hope that the government will not only enhance the MACC’ image and intergrity but also make sure that similar case would not happen in future.

KPI MENJAMIN PERKHIDMATAN KERAJAAN YANG MEMUASKAN RAKYAT

Istilah Key Performance Indicators ( KPI) kini menjadi bahan perbualan dan perbincangan di kalangan rakyat Malaysia, malah menjadi bahan debat di Parlimen sejak Dato’ Seri Mohd.Najib Tun Razak mengumumkan bahawa KPI akan diperkenalkan dalam pentadbiran kerajaan.

KPI akan meliputi semua perkara yang berkaitan dengan jentera perkhidmatan kerajaan. Agensi-agensi kerajaan perlu mengamalkan pendekatan people-friendly atau mesra rakyat dalam menyampaikan perkhidmatan kerajaan .
Kerajaan kepimpinan Najib amat menyedari bahawa kecekapan dan kualiti penyampaian perkhidmatan kerajaan adalah penting dalam melahirkan sebuah masyarakat yang berkualiti sekaligus menjamin kepuasan rakyat terhadap kerajaan.

Kerajaan kepimpinan Najib mementingkan pelaksanaan dan prodaktiviti golongan penjawat awam yang berkhidmat dalam pelbagai jabatan dan agensi kerajaan termasuk ahli-ahli kabinet atau menteri dan timbalan-timbalan menteri.

Sehubungan ini, kerajaan pimpinan Najib Tun Razak memperkenalkan KPI dan KRI bagi menilai keberkesanan jentera kerajaan.

KPI dan KRI juga dijangka akan membantu menjayakan konsep 1 Malaysia yang berteraskan pada tema Rakyat Didahulukan dan Perkhidmatan Di Utamakan. Pembaharuan pendekatan bagi mengurus pentadbiran kerajaan yang diperkenalkan oleh Najib dijangka akan meningkatkan prestasi serta kualiti perkhidmatan kerajaan, malah kualiti hidup rakyat Malaysia.

Penerimaan dan pengamalan pembaharuan tersebut dikalangan penjawat awam dijangka akan menjana sebuah negara dan rakyat Malaysia yang berjaya dan maju dalam abad 21.

Sehubungan dengan usaha menjana Malaysia sebagai sebuah negara yang maju dan membangun, Najib menengahkan beberapa elemen yang umumnya terkandung dalam masyarakat yang bersifat competitive dan berjaya. Antara nilai-nilai yang di utarakan oleh Najib sebagai budaya yang harus diterapkan di kalangan rakyat Malaysia (Aspirational values) bagi menjamin kejayaan dalam abad 21 atau adalah :

· Budaya kecemerlangan dalam menjalankan tugas dan tanggungjawab (Culture of excellence)
· Budaya mementingkan dan menguruskan masa dan meningkatkan kecekapan (Culture
of Precision)
· Memberanikan untuk menerap perubahan dan menjejah menemui peluang-peluang baru
(Courage to innovate & explore)
· Mementingkan elemen meritokrasi dalam melantik dan menempatkan pejawat awam
berdasarkan Perlembagaan Persekutuan dan Dasar-dasar kerajaan (Meritocracy in
assigning task)
· Menerapkan budaya kesetiaan kepada negara yang tidak berbelah bahagi (Unwavering
royalty)
· Ketabahan dalam menghadapi suasana persekitan yang kurang baik atau bencana
(Preserverance in the face of adversity)
· Mementingkan intergriti dalam semua hal-hal pengurusan dan transaksi (Intergrity in all
matters)

Apakah yang dimaksudkan dengan KPI ? KPI adalah di rujuk kepada penunjuk-penunjuk utama yang digunakan sebagai kayu ukur untuk mengukur pencapaian sesebuah organisasai bersandarkan matlamat organisasi masing-masing. Ini bermakna, KPI adalah berkaitan dengan pelaksanaan atau performance sesebuah organisasai,malah menjadi penunjuk pencapaian pelaksanaan organisasai masing-masing dalam satu jangka waktu yang tertentu. Ini bermakna, KPI adalah alat pengurusan yang biasanya digunakan untuk mengurus performance.

Sesungguhnya, pelaksanaan atau Performance yang umumnya dikenali sebagai prodaktiviti sesebuah organisasai boleh dicapai melalui pengurusan yang cekap dan sempurna. Manakala, pengurusan prodaktiviti pula memerlukan satu pendekatan yang sistematik. Dalam hal mengukur pencapaian atau prodaktiviti dengan sistematik, para pakar pengurusan menggunapakai KPI sebagai kayu ukur utama bagi mengukur pelaksanaan atau prodaktiviti serta keberkesanan sesebuah organisasi dan anggotanya.
Dengan lain perkataan, KPI boleh ditafsirkan sebagai penunjuk pencapaian sesebuah organisasai dan anggotanya dalam satu jangka masa yang tertentu berlandaskan matlamat organisasinya.

Manakala, Key Result Indicators (KRI) pula adalahlah dirujuk kepada penunjuk-penunjuk utama yang menunjukkan hasil pelaksanaan sesebuah organisasi dan anggotanya. KRI adalah berkaitan secara langsung dengan KPI dalam konteks pengurusan pelaksanaan atau prodaktiviti sesebuah organisasi dan anggotanya.

Najib Tun Razak mengumumkan bahawa kerajaan akan memperkenalkan KPI dan KRI sebagai alat utama dalam mengukur keberkesanan kerja atau prodaktiviti sesebuah Kementerian, Jabatan , agensi kerajaan malah menteri-menteri kabinet beliau.

Umumnya, sebelum KPI ditentukan bagi mengukur pencapaian atau prodaktiviti sesebuah organisasai, perlulah organisasai itu terlebih dahulu menganalisis visi, misi dan matlamat serta mengenal pasti stake holders organisasinya.Penganalisis matlamat (goal) organisasi dengan teliti akan membantu organisasi masing-masing dalam menentukan penunjuk-penunjuk pencapaiannya. Dengan ini jelas bahawa KPI adalah merupakan satu penunjuk utama pencapaian matlamat organisasinya.

Sehubungan ini, setiap organisasi hendaklah membentuk dan menentukan KPI masing-masing dalam usaha mengukur pelaksanaan organisasi masing-masing. KPI yang terbaik adalah KPI yang berlandaskan malah mengambarkan matlamat organisasi dan boleh di ukur. KPI yang telah ditentukan oleh pengurusan dalam sesebuah organisasi hendaklah disebar luas kepada semua lapisan dan kategori anggota organisasi masing-masing melalui pelbagai saluran dan kaedah malah hendaklah difahami dan hayati oleh setiap anggota dalam organisasi.

KPI yang baik harus mempunyai ciri-ciri berikut:

· Pencapaian yang boleh di ukur,
· Matlamat yang dipersetujui lebih awal
· Membayangkan faktor-faktor kejayaan dalam organisasi

Umumnya , KPI yang dianggap terbaik mengandungi ciri-ciri S.M.A.R.T. saperti berikut:

S- Specific (Khusus)
M- Measuarable (Boleh diukur)
A- Achievable ( Boleh dicapai)
R- Relevant ( Bersesuaian)
T- Time based goals ( Jangka masa yang tertentu)

Kesimpulannya, setiap fungsi dan program yang dilaksanakan oleh sesebuah organisasi hendaklah ditumpukan bagi mencapai KPI organisasi masing-masing. KPI sesebuah organisasai akan menunjukkan apakah faktor kritikal dan penting dalam organisasasi, malah akan menunjukkan apakah usaha-usaha yang perlu dilakukan dalam organisasi dalam satu jangka masa yang tertentu untuk mencapai matlamat yang telah ditentukan lebih awal bagi memuaskan pelangannya.

Dalam konteks KPI kerajaan, Najib Tun Razak telah menggariskan malah menetapkan kepuasan rakyat terhadap perkhidmatan kerajaan sebagai KPI bagi kerajaan kepimpinan beliau.

Dalam konteks ini, menteri dan agensi-agensi kerajaan dibawahnya hendaklah menentukan KPI masing-masing bagi mengukur pelaksanaan dan penyampaian perkhidmatan agensi masing-masing kepada rakyat .

Aras Kepuasan rakyat terhadap perkhidmatan yang disajikan oleh agensi-agensi kerajaan akan menunjukkan tahap pencapaian KPI agensi-agensi masing-masing, sekaligus penyempurnaan pelaksanaan perkhidmatan kerajaan yang memuaskan. Kepuasan rakyat yang tinggi terhadap perkhidmatan kerajaan dikalangan rakyat akan membantu meningkatkan sokongan rakyat kepada kerajaan sekaligus kepimpinan YAB Dato’ Seri Mohd.Najib Tun Razak.

PROGRAM PENGAJARAN SAINS & MATEMATIK DALAM BAHASA INGGERIS DIMANSUHKAN

Kerajaan kepimpinan YAB Dato’ Seri Mohd.Najib Tun Razak telah membuat keputusan bahawa mata pelajaran Sains dan Matematik (PPSMI) akan diajar dalam Bahasa Melayu di sekolah kebangsaan dan dalam bahasa ibunda, Mandarin dan Tamil di sekolah-sekolah Jenis Kebangsaan mulai tahun 2012. Keputusan baru tersebut akan dilaksanakan pada tahun 2012 bagi darjah satu ,darjah empat, tingkatan 1 dan empat secara serentak. Kelas matrikulasi dan tingkatan enam tidak terlibat dalam peraturan baru ini.

Namun, pelajar-pelajar yang telahpun menyertai program PPSMI sejak ia diperkenalkan enam tahun sabelumnya akan di beri peluang untuk menduduki peperiksaan bagi mata pelajaran tersebut dalam bahasa Inggeris dan Bahasa Melayu sehingga 2014.

Pada masa yang sama, pengajaran Bahasa Inggeri akan dipertingkatkan di semua aliran sekolah rendah kerana kecekapan dan kemahiran penggunaan bahasa Inggeris di kalangan pelajar-pelajar semakin turun,malah merosot sejak program PPSMI diperkenalkan.

Keputusan kabinet tersebut disambut baik oleh semua lapisan dan golongan masyarakat. Ibu Bapa di Bandar dan luar Bandar merasa lega dengan keputusan tersebut.Pertubuhan saperti Gapena dan NUTP , termasuk parti-parti pembangkang atau Pakatan Rakyat juga menyambut baik keputusan tersebut.

Menurut Timbalan Perdana Menteri merangkap Menteri Pelajaran Tan Sri Muhyiddin Yassin, keputusan memansuhkan program PPSMI adalah dibuat demi kepentingan negara dan masa depan generasi muda dan bukan untuk kepentingan politik. Beliau bertambah lagi bahawa kerajaan tidak membuat keputusan dalam perkara ini dengan tergesa-gesa malah membuat keputusan selepas mengambil kira pandangan pelbagai kumpulan rakyat, pertubuhan-pertubuhan bahasa,budaya dan iktisas, parti-parti politik dan kajian saintifik.

Rakyat pelbagai kaum dan aliran politik ingin mencatatkan syabas kepada YAB Tan Sri Muhyiddin Yassin, menteri pelajaran kerana membuat keputusan yang bijak dan pragmatik yang dapat memuaskan keperluan semua golongan dan lapisan masyarakat.

Ibu bapa pelajar-pelajar sekolah rendah kebangsaan dan sekolah rendah jenis kebangsaan sudah tentu lega dengan keputusan kabinet tersebut.Dalam pada itu, ibu bapa juga harus bersedia berusaha bersama-sama kerajaan dalam meningkatkan kecekapan dan kemahiran penggunaan bahasa Inggeris di kalangan kanak-kanak. Budaya pengunaan bahasa Inggeris harus diterapkan di kalangan kanak-kanak semasa mereka berada di bangku sekolah rendah kerana ianya lebih mudah diterapkan dalam peringkat rendah.Usaha meningkatkan penggunaan bahasa Inggeris di kalangan kanak-kanak juga bukanlah tanggungjawab kerajaan semata-mata bahkan juga ibu bapa.

Ibu bapa di Malaysia harus ingat bahawa Bahasa Inggeris adalah bahasa antarabangsa dan menguasai bahasa Inggeris bukan bermakna kurang martabatkan bahasa kebangsaan malah adalah satu usaha bijak dalam menyediakan generasi akan datang menghadapi cabaran-cabaran global dalam abad 21.

KONSEP 1 MALAYSIA-SATU PENILAIAN DARI PERSPEKTIF AGAMA HINDU :

YAB Dato’ Seri Mohd.Najib Tun Razak, sejurus mengambil alih teraju kepimpinan negara mengumumkan konsep 1 Malaysia, berlandaskan Perlembagaan Persekutuan dan Rukunegara, sebagai hala tuju negara menghadapi cabaran-cabaran abad 21.

Dato’ Seri Najib Tun Razak menegaskan bahawa pengakuan dan penerimaan kemajmukan rakyat Malaysia sebagai realiti adalah teras kepada konsep satu Malaysia. Malah kemajmukan rakyat harus dijadikan sebagai sumber kekuatan bagi Malaysia mencapai kejayaan demi kejayaan.

Sehubungan ini, Dato’ Seri Najib Tun Razak mengutarakan lapan cirri-ciri utama yang boleh di terapkan sebagai budaya rakyat Malaysia dalam menjayakan konsep Satu Malaysia. Antaranya adalah budaya kecemerlangan, ketabahan, rendah hati, penerimaan, kesetiaan, meritokrasi, pendidikan dan integriti.

Antara ciri penting yang harus diberi tumpuan dalam konsep Satu Malaysia adalah ciri meritokrasi dan kesaksamaan. Meritokrasi yang dimaksudkan dalam konsep ini bukan bermakna kesaksamaan yang membuta. Malah kesaksamaan bermaksud setiap rakyat yang memerlukan bantuan serta pertolongan diberi perhatian oleh kerajaan secara adil dan saksama dan tidak perlu mana-mana pihak merasa mereka akan dicicirkan atau dipinggirkan .

Dengan itu,konsep Satu Malaysia menganjurkan prinsip dan niali-nilai persaudaran dikalangan rakyat Malaysia yang bersifat majmuk. Mana-mana kumpulan masyarakat dalam Malaysia tidak perlu menganggap bahawa mereka adalah warga negara kelas dua dalam negara. Malah setiap anak Malaysia adalah potensi modal insan yang penting kepada negara.

Namun, setiap warga negara mempunyai hak dan tanggungjawab masing-masing seperti termaktub dalam Perlembagaan Persekutuan.

Pendek kata, Prinsip –prinsip utama yang mendasari Satu Malaysia adalah kebersamaan (togetherness) dan kekitaan (sense of belonging) . Rakyat Malaysia yang terdiri dari pelbagai kaum dan etnik perlu hidup sebagai satu keluarga besar. Nilai-nilai mulia ini dijangka akan diterapkan malah menjadi cara hidup rakyat Malaysia secara satu evolusi dalam jangka masa yang panjang menjelang abad 21.


Sehubungan ini, perkhidmatan awam adalah merupakan rakan kongsi utama kepada kerajaan dalam menjayakan konsep Satu Malaysia. Penjawat awam bertanggungjawb untuk menunaikan komitmen kerajaan kepada rakyat. Justeru, Dato Seri Najib Tun Razak mengutarakan empat initiatif anjakan paradigma utama saperti berikut yang harus diterapkan dikalangan penjawat awam dalam memodenisasikan perkhidmatan awam.

4 Anjakan paradigma:

1.Anjakan daripada ketegaran kepada keanjalan –mengubah sikap kekerasan ,sombong tidak menghirau kepada sikap mengambil tahu ,tolak ansur dan berkerjasama dalam menjalankan tugas resmi masing-masing. Ini bermakna penjawat awam perlu mengubah kerangka minda ,strategi dan kaedah bekerja lama kepada yang baru bersesuaian dengan peredaran masa dan permintaan global.

2. Beralih daripada budaya output dan perbelanjaan atau kesan nyata semata-mata kepada mementingkan aspek outcome atau dampak keberhasilan secara holistik. Kaedah menilai kejayaan harus berubah dari kuantiti kepada kualiti serta impak kepuasan hati pelanggan atau rakyat.

3.Anjakan daripada birokrasi yang menyukarkan kepada birokrasi yang memudah cara dan menyenangkan rakyat . Rakyat harus melihat dan menganggap birokrasi diwujudkan untuk memudahkan rakyat mendapat perkhidmatan dab bukan sebaliknya iaitu menyusahkan orang awam mendapat perkhidmatan awam.

4. Anjakan daripada produktiviti semata-mata kepada gabungan produktiviti, kreativiti dan inovasi – penambahbaikan daripada bertokok (incremental ) kepada anjakan berganda ( quantum leap).Kaedah bekerja yang kurang mendatangkan munafaat dirombak sekaligus dengan inovasi-inovasi baru dalam mempertingkatkan prestasi penjawat perkhidmatan awam.

Ini bermakna , penjawat awam harus keluar mengubah kerangka minda, strategi dan kaedah bekerja secara holistik dalam menghadapi cabaran-cabaran baru bagi memenuhi kehendak rakyat supaya kepuasan rakyat dapat terjamin malah dapat dipertingkatkan.

Penjawat awam harus berfikir adakah berpulu-puluh juta ringgit yang dibelanjakan oleh kerajaan mendatangkan kepuasan rakyat ataupun “Are the rakyat getting value for their tax dollars??”. Rakyat adalah stakeholders atau pemilik kerajaan .Malah kepuasan hati rakyat adalah tanda aras utama kepada kejayaan sektor awam.

Dalam memenuhi matlamat tersebut , Dato’ Seri Najib Tun Razak menyeru sektor awam menampilkan penjawat awam yang berintegriti,berkebolehan,setia dan berdedikasi untuk berkhidmat demi rakyat dalam mencapai kepuasan hati rakyat malah membantu kerajaan dalam menjayakan konsep satu Malaysia.

PERSPEKTIF AGAMA HINDU

Prinsip-prinsip asas yang dimajukan dalam Konsep Satu Malaysia adalah didapati sejajar dengan nilai-nilai kemanusiaan yang terdapat dalam semua agama terutamanya dalam agama Hindu. Agama Hindu menganjurkan nilai kemesraan di kalangan sesama manusia dengan ayat bermaksud “May all beings look on me with friendly eyes; may I look on all beings with friendly eyes; may we look on each other with friendly eyes” (Yajur Veda 36.18)

Secara umumnya, antara doa-doa umum yang terdapat dalam sembayang seorang penganut agama Hindu adalah seperti berikut:

Kesimpulannya, huraian doa-doa tersebut dengan jelas menunjukkan bahawa prinsip-prinsip utama yang dimajukan dalam konsep Satu Malaysia adalah sejajar dengan nilai-nilai dan prinsip-prinsip kemanusiaan yang dianjurkan dalam agama Hindu. Dengan ini,jelas bahawa kaum India tidak harus keberatan untuk menerima konsep Satu Malaysia malah harus menyokong menjayakan konsep tersebut sebab ianya sejajar dengan rukun-rukun asas dalam agama Hindu.

Embrace the Tamils to ensure long-lasting peace

I wish to share the opinion expressed by the renowned journalist, Mahendra Ved , from India. The following write-up of Mahendra Ved gives an insight of the Tamils and LTTE problems in Sri Lanka:

THE last time I wrote on Sri Lanka developments in this column, there was an angry letter from a Sri Lankan Tamil woman. Besides dubbing me "a north Indian, insensitive to Tamil aspirations", she wrote, somewhat contemptuously, that my first name resembled that of her president.
I noted the sentiments. My argument that the Tamils of the island nation deserved all support and sympathy, but not the Tigers, had not washed with her.

She is, perhaps, representative of the anger of millions more who have for the past two decades come to identify their aspirations with those of the Tigers.

Actually, they had no real choice as the Liberation Tigers of Tamil Eelam (LTTE) had decimated every other Tamil group that advocated a different line and did not agree with its violent struggle.

I had met moderates like Appapillai Amrithalingam, Umamaheswaran and others in the 1980's, only to read later of their assassinations. The LTTE did not allow any other opinion to exist.

Here lies the crux. Here lies the tragedy.

The end game in Sri Lanka has been won by a determined government that gagged the media, disregarded international opinion and concerns, and ruthlessly carried the military campaign to its logical conclusion. The Tigers have been all but destroyed in their home base.

There were reports as the battle entered the last phase that some Tigers might escape to Southeast Asia and keep the resistance alive till they regain a foothold back home and in southern India. Some would have escaped to other parts of Sri Lanka as well. This is possible. If it happens, several governments that have banned the organisation have a serious task at hand.

While this is in the realm of informed speculation for now, there is no end to the woes of the Tamil populace. More than 200,000 are displaced and went through hell in the last phase. The numbers of dead, maimed, sick and homeless are still being compiled as the international community rushes in help.

According to the United Nations, roughly 7,000 ethnic Tamil civilians were killed between January, when a military offensive pushed back the rebels into a tiny enclave in the northeast, and the first week of this month.

The Tamils may feel relieved, but also fearful of retribution from the majority Sinhalas, going by the current triumphant mood after the military victory.

The vast Tamil diaspora feels angry and humiliated. In Canada, they want to try the Sri Lankan leadership for "war crimes". In some other capitals, from the safety of distance and democracy, resolutions have been passed to bring the Sri Lankans "to their knees".

This anger is understandable, considering the years of distrust from discrimination and ill-treatment that successive governments in Colombo meted out to the Tamils. Laws were passed to keep them suppressed and on the periphery of society. Violence was met with violence even among civilians. Discontent prepared the ground for resistance.

A critical look at the role of the Tigers has been long overdue. Violence was the basis of their quest for a homeland. They transformed from an armed resistance group to a guerilla force and eventually into a terrorist organisation, complete with an army, navy with submarine vessels and a small air wing.

Money kept pouring in and so did arms and ammunition. For years, Colombo kept up its carrot-and-stick policy. Only, the carrot was not juicy and sweet enough and the stick was not strong enough. For lack of political will on both sides, the conflict lingered on.

For years, the military proved a poor match to the highly motivated and organised Tigers, who killed at will not only fellow Tamils considered "traitors" but also top ministers and leaders. Even the present army chief was hit just outside his office.

At the centre of it all was the LTTE supremo, Vellupillai Prabhakaran. Much has been written about his grip on the minds and bodies of the Tamils who lived in the north and east of the island for a quarter of a century.

Now that he has met a violent death, it remains a moot point how much they loved and how much they feared him and his cadres.

The bloodletting -- more than 90,000 killed -- and Prabhakaran's own bloody end could have been averted had both sides shown sagacity. Colombo played to the Sinhala chauvinists, while the LTTE utilised each ceasefire to regroup and strengthen its hold over the territory inhabited by the Tamils.

The worst, one hopes, is over. Winning the peace will call for a clear political outline of the future by the government. Rebuilding the country will call for the government to abjure the thought of victor and vanquished.

At the end of the day, what matters is the degree to which Colombo will accommodate the Tamils in the future constitutional and administrative framework of the country.

It will be President Mahinda Rajapakse's task, therefore, to ensure the removal of such feelings through meeting the genuine demands of the Tamils. That will mean granting them equality with the Sinhalas in every sphere of political and social activity, in order for the former to identify with the rest of the country.

One cannot ignore the rather justifiable bitterness Sri Lanka's Tamils have felt about their place in the country's scheme of things. Such bitterness can only be wiped off through guaranteeing Tamil rights -- to education, to government service, to pursuing their own language and culture -- in the country's constitution.

It is time for Rajapakse and his men to show a measure of wisdom and understanding. Otherwise, their triumph will only pave the way for years of guerilla and conventional warfare.

Worse, violence that is now being window-dressed as a victory extracted by the Sri Lankan army will likely strengthen the military top brass' aspiration for power and influence in state affairs. Sri Lankan society will have to resist this phenomenon, so common across South Asia.

CONGRESS EMERGED VICTORIOUS IN INDIAN GENERAL ELECTION

The following is a write up on Indian Polls by MR.MAHENDRA VED, a well known journalist and columinist from India.


Era of governance by coalition continues:


SINGH is still the King. Manmohan earned a fresh term as India's prime minister after hard, closely fought, no-holds-barred parliamentary polls elected the 15th Lok Sabha last week.
He is the first to complete a full term and win another since Jawaharlal Nehru in 1962.

The worst was feared after parties and individual leaders broke ranks and the level of discourse took a plunge. Mercifully, the nation has been spared the much-feared horse-trading that would have been inevitable if the popular verdict had been fractured.

The most reassuring thing about the results is that one can hope the government will last its full five-year term, unless there is an unforeseeable mess. No need for a mid-term poll, with all its inherent uncertainties and expenses.

Equally reassuring is the perception, based on the last five years' performance, that the government will provide political stability and steer the nation's economy, buffeted by global recession, on the right course.

The reaction of the silent majority and the middle class was recorded in the form of votes. That of the business and industry has been ecstatic, more so as they think the new government need not take diktats from the communists.

But being pragmatic, even they would acknowledge that with or without such diktats, pumping in billions in rural employment and poverty alleviation projects has helped.

The new government can now concentrate on a myriad problem at home and those impacting its security and foreign relations, particularly in this highly volatile neighbourhood.

The multifarious partnership with the US, a politically unstable Nepal, an imploding Pakistan and conflict in Sri Lanka remain immediate challenges. So does watching Bangladesh from where militants of various hues pose a serious threat.

The five-year arrangement of division of labour will continue: Manmohan runs the government while Sonia Gandhi runs the Congress and the United Progressive Alliance (UPA). It augurs well for democratic functioning.

The era of governance by coalition continues. Any attempt by the Congress to act big could isolate it. The UPA stays with its sulking constituents, both winners and losers.

Chances are that Manmohan will offer ministerial posts to some like the vanquished Bihar satrap Lalu Prasad Yadav. Ever pragmatic, Yadav admitted his "mistake" in not taking Congress along in the key Bihar state.
Yadav's fate may be better than another rebel, Ram Vilas Paswan, who aspired to be India's first Dalit (the most oppressed class) prime minister. He had entered the Guinness Book of World Records in 1977 for winning with the highest vote margin in history. He lost in the same impoverished Hajipur in rural Bihar.

Another prime ministerial aspirant, Mayawati, chief minister of the most populous Uttar Pradesh state and a one-woman army, failed to emerge as a queen or a kingmaker. She must slog it out in her state and stay friendly to Delhi. Wily and ambitious Sharad Pawar, who also has a big stake in cricket, would have thrived had the UPA fared badly in making inter-alliance arrangements. He must bide his time.

Ailing octogenarian Karunanidhi spoilt Jayalalithaa's party. He performed a remarkable repeat that Tamil Nadu does not generally allow. Political pundits and astrologers had predicted a key role at the national level for "Amma", as she is called. She fared badly despite advocacy for Tamil Eelam in neighbouring Sri Lanka.

It is too early to determine if the raging conflict and the influx of Tamil refugees from the island played any role. The defeat of Vaiko, the lawmaker who threatened Tamil Nadu's "secession" from the country and Pattali Makkal Katchi would suggest that it did not.

The real loser is the Bharatiya Janata Party-led National Democratic Alliance (NDA). It may be end of the road for Lal Krishna Advani, his party's and the alliance's official nominee for prime minister. The next time on, in 2014, he will be 87 years old. It would be time for a new generation to take over.

NDA contested without the liberal Atal Bihari Vajpayee, who is ailing. Advani, despite his attempts to shed the image of a "Hindutva" hardliner and to appeal to the young, could not fit into his shoes. The BJP will now have existential problems, despite being in power in eight states. With Vajpayee out and Advani weakened, the second line of leadership may step up in-infighting.

The communists, too, are in a total mess. Their number dwindled in Parliament and the Red bastion was seriously dented in West Bengal and Kerala. The Left Front's supremacy in Bengal has ended after 32 years. But their bete noire, Mamata Banerjee, who brought it all about, has a record of erratic behaviour. She could unwittingly help the Left recover.

What worked for Congress/UPA? The Rahul factor -- his appeal to the young while campaigning across the country and his go-it-alone strategy for the party have obviously added to mother Sonia's unrelenting campaign and backroom parleys.

Rahul could debut as a minister, but perhaps not at the cabinet level. A minister of state in the Prime Minister's Office, maybe.

Manmohan himself proved a doughty campaigner. No orator and recovering after a complicated heart surgery, he undertook a punishing campaign, blasting his principal rival Advani who had needled him for the last five years. His campaign was the surprise of the poll.

Not only Punjab voted for a Sikh prime minister -- other religious minorities too have noted the quiet work of India's first prime minister who does not belong to the majority Hindu faith.

Beyond individuals, parties and alliances, it was the people who rewarded those who performed: Manmohan at the national level and in the states, chief ministers like Narendra Modi (Gujarat) and Navin Patnaik.

Writer-turned-politician Patnaik's stake-all gamble of breaking from BJP over anti-Christian violence in Orissa state yielded good dividends. This is but one example of people being tired of strife in the name of religion and caste.

Ironically, people responded well to BJP's slogan of "su-rajya" -- good governance -- but chose not to elect it for fear of social disharmony, ranging from attacking religious minorities to those visiting pubs or dressing the way they like.

This goes to underline that the individual does matter in a democracy.
